Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION That the Board of Supervisors increase, the budget for Community Television Grants to $24,000 for FY 1987-88, increase individual grant funding limits, and authorize the Franchise Administrator to continue to approve individual grants to County Departments based on established criteria. FINANCIAL IMPACT Funds are from the Community Access Trust Fund which can be used only for the support of Community Television. The Board of Supervisors is the Administrator of these funds. REASONS FOR RECOMMENDATION/BACKGROUND The Board of Supervisors approved the Community Access Workplan in December 1986 including establishment of a Community Television Grant Program. Since April 1987 eight County Departments have received Community Television Grants of $500 each. Many departments have . expressed concern that funding is insufficient for quality productions longer than a thirty (30) second Public Service Announcement (PSA) . Staff agrees and recommends that the grants vary in funding according to length: 1) $500 for a PSA. 2) A maximum of $1,000 for a 10 minute production. 3) A maximum of $2,000 for a 20 minute production. 4) A maximum of $3,000 for a 30 minute production. These funding limits represent about 50% of estimated production costs. The. $24,000 budget will allow increases in current grants as well as fund anticipated requests. Significant production costs include tapes, tape duplication, post-production editing and technical assistance. Grant applications would continue to be Judged by the following criteria: A) The program must be of countywide interest; B) The program must be sponsored by' a County Department; C) A Cable Company has agreed to .air the program; and D) Grants must be used for product-ion costs, not County staff time. Grants will continued to be reviewed on a first-come first-serve basis. Beyond the grants, training and equipment support is available to County Departments. To date, about 25 County employees have -taken the video production class. Classes on script writing, camera techniques and editing will also be held on a quarterly basis in 1988. Available equipment includes a 1/211 camera, a 31411 camera, decks, mics, lights and ancillary equipment. Since. video. production is a new activity for most County Department, the program is designed to provide maximum support and encouragement.
