MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: December 15 , 1987 SUBJECT: Approve an Amended Scope of Work and Payment Limit for Phe Consulting Services Agreement with Darwin Myers Associates on the Olympic Boulevard Widening and Overlay Project in the Walnut Creek Area ( Project Number 0676-6P4092-88) Specific Request ( s ) or Recommendations ) & Background & Justification I . RECOMMENDATION It is recommended that the Board Act on the following : 1 . Approve an amended scope of work and payment limit for the Consulting Services Agreement with Darwin Myers Associates . 2 . Authorize the Public Works Director to direct Darwin Myers Associates to perform the work as outlined in the attached letter from Darwin Myers dated November 16 , 1987 . II . FINANCIAL IMPACT There are sufficient road funds to cover the $2 ,560 increase . The revised payment limit is $8 ,430. III . REASONS FOR RECOMMENDATION/BACKGROUND Darwin Myers Associates is preparing the environmental documentation for this project and entered into a Consulting Services Agreement with the County on June 23 , 1987 . As part of the scope of services , Darwin Myers Associates was to contact the California Archaeological Inventory at Sonoma State University to find out if recorded archaeological sites were located within the project limits . The precise location of the site ( first recorded in 1913 ) cannot be determined from the published data and the archaeologist was unsuccessful in locating the site during his field reconnaissance . The archaeologist has recommended that a subsurface investigation be conducted to determine if archaeological materials are located within the area to be disturbed by the construction of the roadway widening . The scope of work and maximum payment limits of the original Consulting Services Agreement with Darwin Myers must be modified so that the consultant can perform this work . IV . CONSEQUENCES OF NEGATIVE ACTION This project has qualified for federal funding under the Federal Aid Urban program and Caltrans and Federal Highway Administration must approve the environmental document . If this study is not performed , Caltrans and the Federal Highway Administration may withhold their approval and federal funding for the construction of the project ( approximately $950 ,000) will be forfeited . DARWIN MYERS ASSOCIATES 1308 PINE STREET MARTINEZ CA 94553 (415) 370 9330 16 November 1987 Mr.Maurice Shui Assistant Public Works Director 255 Glacier Drive Martinez CA 94553 SUBJECT: Subsurface Archaeologic Investigation Olympic Boulevard Widening and Improvement Project Tice Valley Blvd. to Las Trampas Creek Saranap Area, Contra Costa County 0662-6R4092-88 Dear Mr. Shui: Our consulting archaeologist, Miley Holman, has indicated that a subsurface archaeologic investigation will be required to assess the potential impacts posed by the road widening project. The estimated cost of this investigation is $2 , 560. We would not exceed this cost without prior written authorization from Contra Costa County. A line item budget for this work is presented on the following page. Other details pertaining to the study are as follows: 1. Scope of Work. The archaeologist will spend up to one full day (8 hours) logging auger borings to determine if buried archaeologic resources are present in areas planned for grading. The field data gathered by the archaeologist will be evaluated and a written report will be prepared which documents the investigation and presents the archaeologist's conclusions and recommen- dations. The findings of that report will then be integrated into the Environmental Assessment/Initial Study. 2 . Schedule. It will take two weeks to perform the archae- ologic investigation from the date that we receive formal, written authorization to proceed. 3. Recruired Information. We will require a copy of grading plans for the project prior to commencement of the field work,. We also request a copy of plans that show previous grading, as-built drainage improvement plans, and any other relevant information you have in project files.
