APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept the 2015 Minor
Decoy/Shoulder Tap grant from the California Department of Alcoholic Beverage Control, in an amount not to
exceed $10,000, to fund proactive enforcement targeting the unauthorized sale of alcoholic beverages by businesses
within the County for the period October 1, 2015 through September 30, 2016.
FISCAL IMPACT:
Revenue up to $10,000 to support continued Minor Decoy/Shoulder Tap Operations and the overtime associated with
them.
BACKGROUND:
This grant will provide the Office of the Sheriff additional staffing and resources to institute proactive enforcement
and training of ABC licensed businesses in areas where the crime rate is higher than the county average. Enforcement
operations will utilize a variety of methods to address sales to minors, unlicensed sales, sales to intoxicated persons,
purchase of alcohol with food stamps, illegal gaming, prostitution, and narcotics in licensed establishments.
Expectations include a decline in alcohol-related crimes and arrests, with an overall reduction in the number of police
calls for service County-wide.
