Subject:APPOINTMENT TO THE FIRST 5 CONTRA COSTA CHILDREN AND FAMILIES COMMISSION
BACKGROUND:
The Contra Costa County Board of Supervisors established the First 5 Contra Costa Children and Families
Commission on June 15, 1999 (Ordinance 99-15). The Board appointed nine Commission members and nine
Alternate members on September 1, 1999.
Members include one Supervisor from the County Board of Supervisors, the directors of the County departments of
Health Services and Employment and Human Services, and a representative from the County Administrator’s Office
of Children’s Services. The other five members of the Commission are appointed by the Board of Supervisors and
represent each Supervisorial District.
Commissioners and Alternate Commission members represent various disciplines and backgrounds including
pediatrics, early childhood education, child welfare, and schools. Alternate members, including second
representatives from the Board of Supervisors, the county agencies mentioned above, and the five districts, hold all
the powers of the appointed Commissioners except voting privileges.
Supervisor Andersen is pleased with Barbara Cappa's participation and feels her background and qualifications will
continue to be a positive addition to the First 5 Contra Costa Children and Families Commission.
CONSEQUENCE OF NEGATIVE ACTION:
The District II Seat will become vacant.
