IT IS BY THE BOARD ORDERED that the aforesaid letter is REFERRED to the Public Works Director. Martinez, Calif. 94553-1291 Attention: J. Michael Walford Dear Mr. Walford: Our property is located on Highway 4 near downtown Oakley. We are located about 1 block west of the CentroMart shopping center on the same side of the highway. Our house sits very close to the high- way, approximately 49 feet from the center and 33 feet from the edge of Highway 4. We have our house on the market for sale at this time. We have had many interested buyers and contracts have been written making all the necessary disclosures regarding the future of Highway 4. Our disclosures require the buyers to seek all information from the County regarding future development of Highway 4. Each time we have a prospective buyer' we have lost them because of what the County tells them. Our property is in the area that will become Commercial. We as owners do not intend to use our property as a commercial proerty. We priced our home as a residence. We,,.bought our property nearly 12 years ago and tore down all the old buildings and completely remodeled. We built a 3 car garage, a 52 X 13 ft. covered patio and a large pool. We have a lot of improvements. The house has 3 bedrooms & 2 baths. The patio has a bath also. We are approximately 160 feet from the property that will be used for the new road to be brought into Highway 4 from the South east end of the new Big Break subdivision by Hoffmann. We dre extreiAOly aware & concerned about the traffic as it exists now and we feel that the additional traffic that this new road will bring is more than our property can tolerate. We are ready to sell, want to sell but the Highway conditions prevent a sale. Everyone including the Realtors, Property owners etc, around us are all aware the Highway 4 in our area is to .be widened. As you can see, You cannot widen in front of our property without removing the house. We are caught in the middle. My husband has asbestosis and should relocate to a quieter home now. Not in some unknown date & time. I have talked to a lot of people in many different departments in the County to see what is going on. After each conversation, "I can see how a prospective buyer feels toward our house." Almost everyone that sees our house wants it until they talk to the County, then they are negative. It was brought to my attention that the county will buy property early if it is causing problems for the sellers. We are at this time asking for an early buyout. We feel that we cannot sell our house to the average public, we are dammaged by your plans. Please contact us regarding this matter as soon as possible. Very truly yours, Earl F.
