SUBJECT: _ Concurrence with. Actions by the Cities of Antioch, Danville,
Orinda and San Ramon for Enforcement of Solid Waste Laws and
Standards
Resolution No. 86/678
WHEREAS Government Code Section 66796 provides that cities may designate the
County Health Services Department as the local enforcement agency (LEA) to
enforce State laws and standards dealing with solid waste; and
WHEREAS the City of Antioch, by resolution, has designated the County Health
Services Department as the enforcement agency for both health related matters
and non-health related solid waste standards as provided by Government Code
66796; and
WHEREAS the Cities of Danville, Orinda and San Ramon have designated the County
Health Services Department as the sole enforcement agency for solid waste laws
and standards as provided by Government Code 66796; and
WHEREAS the California Waste Management Board requires the County Board of
Supervisors to concur with such designation before approval is granted by the
California Waste Management Board; and
WHEREAS such designations must be a part of the enforcement program of the local
enforcement agency (County Health Services Department) and a part of the County .
Solid Waste Management Plan.
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors
concurs with the actions taken by the Cities of Antioch, Danville, Orinda and
San Ramon in designating the County Health Services Department as the enfor-
cement agency for solid waste laws and standards, as provided and required by
Government Code 66796.
