November 5, 1986 C`"'"t7 SUBJECT: Approval of Submission of Funding Application #29-337 to the State Department of Health Services for Comprehensive Perinatal Services for Low, Income Women SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Funding Application 4429-337 for submission to the State Department of Health Services in the amount of $30,000 for the period December 1, 1986 - June 30, 1987 for compre- hensive perinatal services for low income women. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $30,000 of State funding for comprehensive perinatal services for low income women. Sources of funding are as follows: State Department of Health Services $ 30,000 County Share: Personnel $ 241212 Mileage 2,000 Space 6,261 Overhead 8,787 41,260 TOTAL PROGRAM $ 71,260 Personnel costs are for currently employed Health Services Department staff. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Increasing numbers of Contra Costa women, particularly in East and West County, are .not receiving perinatal care, or begin care in the seventh or eighth months of pregnancy. Lack of funds to pay for care is invariably cited as the reason for late or no perinatal care. This application for a new project requests State funding to provide comprehensive perinatal services to 50 low income, non-MediCal eligible women (mainly migrant agricultural workers) for the seven-month period from December 1, 1986 through June 30, 1987. The women will be enrolled in County Health Services perinatal clinics, initially in the two East County clinics, followed by the clinic in West County. They will receive comprehensive care including nutrition, health education and psychosocial assessment, an inter- disciplinary care plan, and at least three educational intervention sessions. The Department will implement the requirements for this project in conjunction with Margolin implemen- tation, the goal being to establish one unified comprehensive perinatal care ser- vice for all patients regardless of their source of payment. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) . In order to meet the State's deadline for submission, draft copies of this applica- tion have already been forwarded to the State, but subject to Board approval. The Board Chairman should sign four copies of the application, three of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Health Services.
