SUBJECT: Approval of Veterans Administration Contract Amendment 1126-023-31 with v
Veterans Administration Medical Center and Amendment of Previous Board Orders
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
1. Approve amendment of August 5, 1986 Board Order, authorizing execution of
Contract 1126-023-29 with Veterans Administration Medical Center , to correct the
term of the Contract as stated on said Board Order to October 1, 1986 through
September 30, 1987, consistent with the terms of the Contract which was executed
by the Veterans Administration.
2. Approve amendment of October 14, 1986 Board Order with the Veterans
Administration Medical Center authorizing Contract Amendment Agreement
1126-023-30 to show a payment limit decrease of $34,500 to a new total payment
limit of $65,500.
3. Approve and authorize the Chairman to execute on behalf of the County, Veterans
Administration Contract Amendment 1126-023-31 with Veterans Administration
Medical Center effective August 1, 1986 through September 30, 1986 to
bridge the period between the expiration of the prior Contract Extension
1126-023-28, on July 31, 1986 (approved by the Board on July 8, 1986) and the
October 1, 1986 effective date of Contract 1129-023-29 with a payment limit
increase of $15,660.
II. FINANCIAL IMPACT:
1. Amendment of the August 5, 1986 Board Order will not change the $100,000,
twelve-month payment limit of Contract 1126-023-29, already approved by the
Board.
2. Contract Amendment Agreement 1126-023-30 deletes Neurology Consultation and EEG
Interpretation, services which are now being provided by U.C. Davis under
Contract 1126-151. Amendment of the October 14, 1986 Board Order, which was
originally based on deletion of these services for ten months, will decrease
the twelve-month payment limit of the Contract by $34,500 to a new total
payment limit of $65,500 rather than the $70,500 contract payment limit indi-
cated on the Board Order.
3. Approval of Contract Amendment Agreement 1126-023-031 will increase the prior
contract payment limit by $15,660 to a new total payment limit of $140,940 for
the 18-month term of the contract. This does not represent an increase in fees
or monthly payment amounts.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On August 5, 1986 the Board approved Contract 426-023-29 with Veterans
Administration Medical Center for the provision of nuclear medicine studies, spe-
cialized laboratory tests, and neurology consultation and EEG interpretation. This
Contract was executed by the County and then sent to the Veterans Administration
Medical Center for their signature. The Veterans Administration Medical Center
returned the signature copy to the County, and it was later discovered that the
Veterans Administration had, in accordance with instructions from Washington, D.C.,
changed the term of the Contract from August 1, 1986 through July 31, 1987 to
October 1, 1986 through September 30, 1987, but had inadvertently failed to advise
the County. This left a gap, from August 1, 1986 through September 30, 1986,
wherein there was no written authority for the Veterans Administration to provide,
and the County to receive, services.
The intent of County and the Veterans Administration has been to continue,
uninterrupted, the services which have been provided under Contract for a number of
years, and therefore, the purpose of this Board order is to correct the term
authorized on the Board's Order of August 5, _ 1986, and the payment limit approved
on the Board's Order of October 14, 1986, and to provide authorization for
the services provided by the Veterans Administration Medical Center for the
County during the period from August 1, 1986 through September 30, 1986.
