SUBJECT: Approval of Emergency Residential Care Placement Agreement �./�Jl�
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
1. APPROVE AND AUTHORIZE the Director, Health Services Department, or his designee
(Gale Bataille) , to execute, on behalf of the County, one standard form
Emergency Residential Care Placement Agreement effective November 1, 1986
through June 30, 1987, with an automatic six-month extension from July 1, 1987
through December 31, 1987 with Purification Torneros (dba Torneros Residential
Care Home) to provide emergency residential care for potentially eligible
SSI/SSP applicants under the County's Continuing Care (Short-Doyle Opt-Out)
Program; and
2. AUTHORIZE the payment of up to $17.46 per client per day for such emergency
residential care, subject to the budgetary limitations set forth in County
Mental Health Services/Short-Doyle Budget; and
3. AUTHORIZE the payment of up to $70 per month for incidental expenses and per-
sonal needs, to such clients who are enrolled in the County's Continuing Care
(Short-Doyle Opt-Out) Program and are placed for emergency residential care
under said Agreement, subject to the budgetary limitations set forth in the
County Mental Health Services/Short-Doyle Budget.
4. APPROVE deletion of reference to Emergency Residential Care Placement Agreement
#24-086-81 (6) with Beulah Cook (dba Cook's Guest Homes #1 and #2) from Board
Order signed October 7, 1986.
II. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On October 7, 1986, the Board approved standard form Emergency Residential Care
Placement Agreements with 23 residential care facility operators for the period
July 1, 1986 through June 30, 1987, with automatic six-month extensions through
December 31, 1987.
Under this program, the County pays the State-established rates for the residential
care of mental health clients who are not yet receiving SSI/SSP (but who are poten-
tially eligible and have made formal application to the Social Security Adminis-
tration for SSI/SSP), contingent upon the client's signing an agreement with the
County to reimburse the County from the SSI/SSP money, once it is finally granted
by the federal government. For those mental health clients who are not granted

SSI/SSP, the County claims 90% State Short-Doyle reimbursement for the residential
care funds that the County has paid to the facility operators, with the remaining
10% balance being County matching funds. Ten to twenty percent of the clients are
found ineligible by the Social Security Administration, depending on changes in
federal guidelines and then some of these are ultimately found eligible through the
appeal process.
Board approval of this Agreement 1124-086-101 with Purification Torneros (dba
Torneros Residential Care Home) and approval of deletion of Agreement 1124-086-81(6),
due to the retirement of Beulah Cook (dba Cook's Guest Homes 111 and #2) , will main-
tain the number of authorized Emergency Residential Care Agreements at 23.
This Emergency Residential Care Placement Agreement has been prepared in the stan-
dard format approved by County Counsel's Office and is in the process of being
signed by the facility operator .
