SUBJECT: FY 1986-87 Federal Block Grant Renewal Application for Community
Mental Health Center Services in West County
SPECIFIC REQUEST(S) OR RECOMMENDATION(,S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve the FY 1986-87 Federal Block Grant Renewal Application for submission to
the State Department of Mental Health to continue funding for the County's
Community Mental Health Center Program in West County.
II . FINANCIAL IMPACT:
Approval of the application will ensure the continuation of funding in FY 1986-87
for the West County Community Mental Health Center (WCCMHC) in the amount of
$1,395,192. As a result of the Gramm-Rudman-Hollings Act of FFY 1986,
California's Mental Health Block Grant was reduced by 6.95% from the FY 1985-86
funding level . For the WCCMHC, this reduction amounts to $104,208, from the
FY 1985-86 budget level of $1,499,400 to $1,395,192. This FY 1986-87 applica-
tion maintains the FY 1985-86 budget level by transferring the $104,208 Block
Grant budget reduction to funding under the new Short-Doyle mental health
augmentation funding that the County has received from the State for FY 86-87.
The application does not reflect any change in staffing or service levels.
These Block Grant funds are included in the Alcohol/Drug Abuse/Mental Health
Division's FY 1986-87 budget request. The budgeted funds and services are also
included as part of the County's Annual Short-Doyle Mental Health Plan and Budget.
III . REASON FOR RECOMMENDATION/BACKGROUND:
The attached Renewal Application (Attachment I) , including Assurance of
Compliance with Federal Requirements on Use Allotments (Attachment II) and Budget
Summary (Attachment III) , was reviewed on October 23, 1986, by the County's
Mental Health Advisory Board (MHAB) , which recommends that the Board of
Supervisors approve continuation of the Federal Block Grant Funding for the
WCCMHC (MHAB letter attached) .
The funding is authorized by Public Law 98-509, which provides a three-year
extension of federal block grants for mental health. The federal statutes con-
tinue to require that states make grants "to each community mental health center
within the State which received a grant under the Community Mental Health Center
Act in fiscal year 1981 and which would be eligible to receive a grant for its
operation under that Act (as in effect on the day before the date of enactment of
the Omnibus Budget Reconciliation Act of 1981) for such fiscal year if such
grants were made under such Act." (PL 98-509, Section 1916(c) .

Approval to submit an application to the U.S. Department of Health, Education and
Welfare (Region IX) for an Initial Operations Grant was granted by the Board of
Supervisors on November 6, 1979. On April 29, 1980, the Board approved acceptance
of the first year (1980-81) award which was in the amount of $870,740. On June
159 1980, the Board received a requested report from the Finance Committee
regarding the fiscal implications of the grant. On May 12, 1981, the Board
approved acceptance of the second year (1981-82) award, which was in the amount
of $1,700,000.
In the third grant year, in accordance with the Omnibus Budget Reconciliation Act
of 1982 (PL 97-35) , these federal funds were part of the categorical grants under
programs that were consolidated into one of the three Block Grant programs.
Since the State considered application for these funds as part of the County
Short-Doyle Plan, a separate Board order was not required for years 1982-83
($1,308,993, an 11-month grant year), 1983-84 ($1,428,000) and 1984-85
($1,499,400). Review of the application by the Mental Health Advisory Board and
the Board of Supervisors became a State requirement with the application for
FY 1985-86. The Board approved renewal of FY 1985-86 funds, in the amount of
$1,499,400, on June 11, 1985.
