Director, or designee, to fully close a portion of Alpine Road, on June 29, 2023,
from 8:00 a.m. through 5:00 p.m., for the purpose of a utility pole replacement,
San Pablo area. (No fiscal impact)
C. 2 ADOPT Resolution No. 2023/266 approving and authorizing the Public Works
Director, or designee, to fully close a portion of Hillgrade Avenue between
Lunada Lane and Crest Avenue, for one night between August 28, 2023 and
September 1, 2023 from 8:00 p.m. through 3:00 a.m., for the purpose of replacing

agreement to allow the County to maintain the Rodeo Creek Recreational Trail on
District property during the period from August 1, 2023 through December 31,

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 35 ADOPT Resolution No. 2023/273 to approve and authorize the Conservation and
Development Director, or designee, to apply for and accept a grant of up to a
maximum of $300,000 from the California Strategic Growth Council,
Transformative Climate Community Planning Grant program, for community
planning work in Bay Point to identify potential implementation projects that can
achieve local health, economic, and environmental benefits, build climate
resilience, and reduce greenhouse gas emissions, for a two-year period. (100%

C. 36 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute contract with the California Board of State and Community Corrections,
to pay County an amount not to exceed $2,195,302 for implementation and
expansion of Substance Use Disorders Treatment for youth to address the impact
of marijuana legalization by improving safety and improving public health
through education, policy and treatment for the period May 1, 2023 through

C. 38 APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute
contracts with the Department of Justice Bureau of Forensic Services,
Department of Homeland Security, Office of Inspector General, and the
University of California San Francisco Police Department for their use of the

execute a contract with Physicians for a Healthy California, to pay County an
amount not to exceed $150,000 to continue to provide training of primary care

Homeless Services Division to provide supportive housing services for homeless
individuals and families in Contra Costa County through December 31, 2027.

execute a contract with California Department of Public Health, Tuberculosis
Control Branch, to pay the County an amount not to exceed $316,958 for
prevention and tuberculosis control services for the period from July 1, 2023
through June 30, 2024; and APPROVE and AUTHORIZE the Purchasing Agent
to issue purchase orders up to $18,065 of the contract amount to be used for food
and gas gift cards, transportation vouchers, nutritional assistance, and rent

C. 42 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with the State of California, Department of Health
Care Services, to update capitation rates for recipients of Medi-Cal Managed
Care services with no change in the original amount of $317,472,000 or the term
of April 1, 2005 to December 31, 2023. (No County Match)
C. 43 APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to
execute a contract with State of California - Department of Parks and Recreation
for the County to receive an amount not to exceed $9,999 for the County to
provide services to treat invasive weeds in Mount Diablo State Park with an
anticipated completion date of July 31, 2023. (100% State Funds)
C. 44 ADOPT Resolution No. 2023/272 authorizing a change to the grant performance
period for the California Highway Patrol Cannabis Tax Fund Grant Program from
2023-2024 to 2023-2025 with an award not to exceed $100,000 for the purchase
of consumables for support of laboratory testing capabilities for the period of July
1, 2023, through the end of the grant funding. (100% State)

execute a contract with the State Department of Health Care Access and
Information, to pay County an amount not to exceed $625,000, for continuation of

C. 48 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Data Innovations LLC, in an amount not to exceed
$33,370 for a laboratory instrument management software system and support
services for the Health Services Department for the period from July 11, 2023

C. 49 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on
behalf of the Health Services Director, a purchase order with Watermark Medical,
Inc., in an amount not to exceed $550,000, and a related rental agreement, for
rental fees and testing supplies for home sleep study devices as well as any repairs
of the same equipment for the Cardiopulmonary Sleep Clinic at the Contra Costa
Regional Medical Center and Health Centers, for the period July 1, 2023 through

C. 50 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract amendment with Kava Massih Architects, to extend the term through
October 7, 2024 to provide as-needed architectural services for various County
facilities projects with no change to the pay limit, Countywide. (No fiscal impact)
C. 51 APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on
behalf of the Health Services Director, a purchase order with MXR Imaging, Inc.
in an amount not to exceed $157,050, and two related maintenance agreements for
service on ultrasound machines at Contra Costa Regional Medical Center for the
period from May 1, 2023 through April 30, 2026. (100% Hospital Enterprise

C. 52 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract amendment with Massone Mechanical, Inc., to increase the payment
limit by $500,000 to a new payment limit of $1,300,000 and update the hourly
billing rates of the contract, with no change to the term, for on-call refrigeration
maintenance and repair services at various County facilities, Countywide. (100%

a contract amendment with Vanir Construction Management, Inc., effective July
11, 2023, to increase the payment limit by $750,000 to a new payment limit of
$1,750,000 for on-call construction management services, with no change to the

C. 54 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with the City of Richmond in an amount not to exceed $1,700
for the rental of the Nevin Community Center to provide Permit Workshops for
street vendor businesses to be held during July and August 2022. (100%
Environmental Health fees)

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code section 84308, members of the Board of Supervisors are
disqualified and not able to participate in any agenda item involving contracts (other than
competitively bid, labor, or personal employment contracts), franchises, discretionary land use
permits and other entitlements if the Board member received, since January 1, 2023, more than
$250 in campaign contributions from the applicant or contractor, an agent of the applicant or
contractor, or any financially interested participant who actively supports or opposes the County’s
decision on the agenda item. Members of the Board of Supervisors who have received, and
applicants, contractors or their agents who have made, campaign contributions totaling more than
$250 to a Board member since January 1, 2023, are required to disclose that fact for the official
record of the subject proceeding. Disclosures must include the amount of the campaign
contribution and identify the recipient Board member, and may be made either in writing to the
Clerk of the Board of Supervisors before the subject hearing or by verbal disclosure at the time of
the hearing.
