AUTHORIZE a “yes” vote for the proposed “Bethel Island Municipal Improvement District Levee and Flood
Control Facilities Maintenance and Repair Assessment” for the parcel owned by Contra Costa County (County)
Service Area M-28.
DIRECT the Public Works Director or designee to fill-out , sign, and submit the ballot for the County Service Area
M-28 owned parcel as identified in Exhibit A.
FISCAL IMPACT:
Total $1,447.50 over a ten (10) year period. This is equivalent to $144.75 per year; 100% County Service Area M-28
revenue. This assessment may be adjusted in future years by an amount equal to the annual change in the Consumer
Price Index for All Urban Consumers in the San Francisco Bay Area, not to exceed 3% (three percent) per year
without a further vote or balloting process.
BACKGROUND:
In early June 2015, an engineer’s report was issued by SCI Consulting Group, a consultant retained by The Bethel
Island Municipal Improvement District (BIMID), which found that the estimated cost needed to provide the
maintenance, operations, and improvement services to the levees and flood protection facilities, after receiving
revenue from other sources for general benefit in

BACKGROUND: (CONT'D)
fiscal year 2015-16 is $213,947. BIMID Board of Directors has authorized an assessment ballot that would
generate approximately $213,947 for them in fiscal year 2015-16.
Today’s action authorizes the Public Works Director, or designee, to register a “yes” vote, sign and return the
assessment ballot, on behalf of County Service Area M-28, to BIMID no later than August 6, 2015 for the parcel
identified in Exhibit A.
CONSEQUENCE OF NEGATIVE ACTION:
Each property owner in BIMID has the right to vote on the Bethel Island Municipal Improvement District Levee
and Flood Control Facilities Maintenance and Repair Assessment. Failure to approve this action would give up
Contra Costa County’s right to vote on this assessment.
