APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute an agreement with the
California Department Food and Agriculture for an amount not to exceed $360,544 for inspection activities
performed on behalf of the California Department of Food and Agriculture at parcel sectional centers such as United
States Post Office, Federal Express, and the United Parcel Service looking for the presence of unwanted plant pests,
including insect species, diseases or other harmful organisms that may pose a threat to the economic well-being of the
State for the period of July1, 2015 through June 30, 2016. There is no county match of funds.
FISCAL IMPACT:
Agreement 15-0288-SF provides reimbursement for County expenses not to exceed $360,544 incurred during the
period July 1, 2015 through June 30, 2016 for inspection activities performed on behalf of the California Department
of Food and Agriculture (CDFA) in Contra Costa County. There is no cost share requirement and the revenue has
been anticipated in the FY 15/16 department budget.

BACKGROUND:
Under this agreement, the Agriculture Department will use specially trained Dog Teams to detect the presence of
any unwanted plant pest in parcels, including insect species, diseases or other harmful organisms, that may pose a
threat to the economic well-being of the State. Each Dog Team (2) will conduct surveillance inspections at parcel
sectional centers, such as those operated by Federal Express and the Unite Parcel Service to provide parcel
inspection services related to plant products entering the State of California. The teams will also be available to
provide inspection service at the United State Postal Service.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to accept Agreement 15-0288-SF will mean that the Department will not have the revenue necessary to
perform Dog Team inspections on behalf of the Sate of California Department of Food and Agriculture (CDFA)
and will lose administrative overhead that is of benefit to the department's operational budget.
