INTRODUCE Ordinance No. 2015-14 amending section 33-5.403 of the County Ordinance Code to exempt from the
Merit System the classification of Assistant Deputy Director, Conservation and Development, WAIVE reading, and
FIX August 18, 2015 for adoption.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The dissolution of the Redevelopment Agency over two years ago along with the retirement of the Deputy Director
overseeing the Redevelopment Agency prompted the Department to quickly adapt to these changes as best as it could
by dismantling the organizational structure of the Redevelopment Agency and moving several of its programs to
other existing divisions of the Department. The Current Planning Division of DCD took on Housing Programs, the
Director assumed oversight of the Community Development Block Grant (CDBG) program and Bond Programs, the
Building Inspection Division took on the Successor Agency. When the manager of CDBG Program was promoted to
Deputy Director of the Policy Planning Division, oversight of CDBG went with him to that Division.
The Deputy Director who has been overseeing the Policy Planning Division and who used to be part of the
Redevelopment Agency staff, will be retiring on June 30, 2015, and this is the opportune time for DCD to
thoughtfully consider how to best group programs for better coordination and efficiency.

Subject:INTRODUCE Ordinance No. 2015-14 Amending Section 33-5.403 of the County Ordinance Code to Exempt from
the Merit System the Asst Deputy DCD Director
BACKGROUND: (CONT'D)
DCD has several program areas in the Department that generate significant revenue and require higher level of
coordination with the State and Federal regulatory agencies. DCD believes that grouping State, federal, and
regionally funded and regulated programs will achieve greater efficiency. After careful consideration, there is
value to reassembling the Housing Program, CDBG and Bond segments of the former Redevelopment Agency to
achieve greater integration in the performance of these inter-related tasks. Two sections of the former Building
Inspection Department that are closely related to Housing and other federal programs, Weatherization and the
Neighborhood Preservation Program, would also be consolidated with this new group. This new group, smaller
than a division, will require the oversight of a leader who will have more responsibilities than a Principal Planner
but smaller program areas and span of control than a Deputy Director.
This new role and responsibility in DCD warrants the new class of Assistant Deputy Director, which is being
recommended in a separate item on today's agenda. Because this job class requires substantial knowledge and
experience with federal, state, and regional agencies and their procedures; will be responsible for managing
several interrelated programs under different program managers; will report directly to the Conservation and
Development Director; and will work closely with the District Offices regarding policy issues concerning
affordable housing and community services, we are recommending that it be exempted from the County's Merit
System, as is the class of Deputy Director--Conservation and Development.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to obtain Board approval will impede Department of Conservation and Development's efforts for better
organizational efficiency.
