DIRECT the Public Works Director to provide notice of the Public Hearing pursuant to Section 6064 of the Government Code, and to cause the notice to be published for the first time at least 60 days before the hearing date. FISCAL IMPACT: No fiscal impact. Bueren, Public Works Director/Chief Engineer Date:July 28, 2015 Contra Costa County Subject:Fix a Public Hearing date to adopt an ordinance prohibiting commercial vehicles exceeding a maximum weight of 14,000 lbs on Camino Diablo, Byron area. BACKGROUND: (CONT'D) Office, conducted an engineering analysis of Camino Diablo between Marsh Creek Road and Byron Highway. The purpose of the analysis was to determine whether the roadway is able to support commercial vehicles with a gross weight of more than 14,000 pounds. Staff prepared the “Camino Diablo Truck Restriction Study” (the “Engineer’s Report”) to document the results of the analysis. A copy of the Engineer’s Report is attached hereto as Attachment A and incorporated herein by reference. As more particularly described in the Engineer’s Report, Transportation Engineering staff determined that, based on accepted engineering standards, the above described section of Camino Diablo cannot support commercial vehicles with a gross weight of more than 14,000 pounds. Trucks off-tracking the paved roadway surface damage the shoulders and create dangerous depressions that make it difficult for vehicles to return to the paved roadway. Truck off-tracking may also result in encroaching onto the opposite direction of travel, leading to broadside or head-on collisions. Commercial vehicles weighing more than 14,000 pounds cannot travel on Camino Diablo without creating a traffic hazard for other vehicles, bicyclists, pedestrians, and persons that are simultaneously traveling on the roadway. At this time, Public Works Department staff recommends that the Board of Supervisors set a hearing to consider adopting an ordinance to prohibit vehicles exceeding 14,000 pounds from driving on the above-identified segment of Camino Diablo. Notice of the hearing will be published in accordance with Government Code section 6064. The first publication will occur at least 60 days prior to the hearing, in accordance with California Vehicle Code, Section 35721. CONSEQUENCE OF NEGATIVE ACTION: A hearing will not be held to consider adopting the weight restriction ordinance on Camino Diablo. ATTACHMENTS Attachment A
