HomeMy WebLinkAboutMINUTES - 07212015 - C.94RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Family Support Services of the Bay Area, in an amount not to exceed $112,500 to provide respite services to foster parents and relative caregivers through the Heritage Project for the period July 1, 2015 through March 31, 2016. FISCAL IMPACT: $112,500: 30% County; 70% State; No Federal Funds. BACKGROUND: This contract allows Family Support Services of the Bay Area (FSSBA) to provide respite services for foster parents or relative caregivers of drug-exposed and medically fragile children with special needs between the ages 0-5 years. The goal of the respite program under the State Heritage Project, Options for Recovery Program, is to provide comprehensive, high quality in-home and out-of-home respite services to support the relative caregivers and foster parents in their full-time role as caregivers. Although FSSBA supports foster caregivers throughout Contra Costa, most of these caregivers with drug-exposed children are located primarily in Richmond (West) and Pittsburg (East). Respite services are available 24-hours a day, seven days a week. This is a 9 month contract renewal to allow EHSD time to post a competitive bid through the Request For Proposal (RFP) process. CHILDREN'S IMPACT STATEMENT: Respite services support four of Contra Costa County’s community outcomes: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families.” Respite services may be used during times of crisis when a caregiver needs to be away from home or when parents or relative caregivers must pursue other activities that temporarily take them away from children whose special needs require ongoing care.
