HEALTH SERVICES SYSTEMS MANAGER
DEFINITION:
Under general direction, to plan, organize and direct all data
processing activities for the Health Services Department; to advise and
consult with senior departmental management on short and long-term plans for
meeting the Department's data processing needs; to supervise subordinate
professional and clerical staff; and to do other work as required.
DISTINGUISHING CHARACTERISTICS:
This single position class is distinguished by its responsibility
for the overall design, management and ongoing evaluation of all data
processing activities in the Health Services Department. It is distinguished
from the class of Health,Services Data Processing Operations Manager in that
the latter is primarily responsible for the maintenance of a computerized
financial data processing system for Merrithew Memorial Hospital and its
outpatient clinics. It is distinguished from classifications in the central
data processing division of the County by its specialization in health care
data processing applications and systems.
The incumbent is' supervised by and receives direction from the
Health Services Chief Financial Officer.
MANAGEMENT RESPONSIBILITIES:
- Directs and coordinates all Health Services Department data processing
systems, including but not limited to PHS, the Contra Costa Health Plan
system, the Regional Health Centers scheduling system and computer systems
used by Public Health nursing and the California Children Services (CCS) ;
- Interfaces with the County Administrator's Office, County Personnel
Department and the County Auditor-Controller's Office in coordinating Health
Services Department data processing systems with their systems;
- Conducts systems studies and analyses and does both short and long-term
planning for the Department's data processing and computer system needs;
- Evaluates existing systems to identify needed improvements and consults with
and advises senior managers on possible system changes and- adjustments,,.',-

- Recommends implementing new applications where appropriate and cost
effective;
- Represents the Department and serves as chief liaison with outside entitles
relative to systems and data processing issues; ,
- Sets criteria for, monitors and coordinates the purchase and use of all
personal computers within the Department;
- Supervises professional and clerical data processing personnel ;
- Prepares reports and correspondence.
MINIMUM QUALIFICATIONS:
Education: Possession of a baccalaureate degree from an accredited
college or university with a major in business administration, computer
science, mathematics, operations research or a closely related field.
Experience: Three years of fulltime experience or its equivalent in
an administrative capacity in a health services agency or program performing
programming, systems and procedures, or computer operations work. One year of
the required experience must have included supervisory responsibilities.
Substitution: Either (1) possession of a Master's degree from an
accredited college or university with a major in business administration,
computer science, mathematics, operations research or a closely related field
may be substituted. for one year of the required non-supervisory experience or
(Z) additional qualifying experience of the type noted above may be
substituted for the required education on a, year-for-year basis up to a
maximum of two years.
Knowledge of:
- The electronic data processing principles and their applications in a health
services environment;
- The techniques and methods for managing on-line computer systems and related
data bases;
- The principles of work organization, simplification and layout;
- The considerations brought to bear in planning for long term systems and
data processing needs;
- The organization and functions found in health care agencies.
Ability to:

- Plan, organize and manage computer system design and .implementation
activities;
- Supervise and coordinate the work of other data processing and systems
personnel ;
- Write clear and concise reports and correspondence and to communicate
effectively verbally;
- Establish and maintain effective working relationships with others.
