APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute an agreement with the
California Department of Food and Agriculture (CDFA) in an amount not to exceed $16,800 to provide market and
production site inspections for the Certified Farmers Market Inspection Program Agreement #15-0238-SA for the
period July 1, 2015 through June 30, 2016.
FISCAL IMPACT:
This agreement provides reimbursement to the Department for expenses incurred during this period (July 1,
2015-June 30, 2015) for site inspections of Certified Farmer's Markets in Contra Costa County on behalf of the
California Department of Food and Agriculture (CDFA) not to exceed $16,800. There is no county cost share
requirement and the revenue has been anticipated in the department's FY15/16 budget.
BACKGROUND:
The County agrees to provide market and production site inspections for the Certified Farmer's Market (CFM)
Program. These services are in addition to the normal inspection activities being performed by the County and those
required under statute. Services provided under

BACKGROUND: (CONT'D)
this agreement should be consistent with normal inspection procedures currently performed by the County.
Inspection hours and workdays should vary where appropriate and practical. The County shall provide necessary
inspection supplies and equipment, with the exception of forms and supplies routinely provided by the California
Department of Food and Agriculture (CDFA). Inspections shall be performed as outlined in the Food and
Agricultural Code, Division 17, Chapter 10.5; the California code of Regulations, Title 3, Subchapter 4, Article 6.5;
CONSEQUENCE OF NEGATIVE ACTION:
Failure to accept Agreement #15-0238-SA Certified Farmers Market Inspection Program will mean that the
Department will not have the revenue necessary to perform inspections activities on behalf of the California
Department of Food and Agriculture (CDFA) and will lose overhead that is of benefit to the department's
operational budget.
