ADOPT Position Adjustment Resolution No. 21708 to add one permanent full-time Mental Health Program Chief
(VQDN) at salary level ZA5-2029 ($8,057.07 - $9,793.43) in the Health Services Department. (Represented)
FISCAL IMPACT:
Upon approval, this action will result in an annual increased cost of $186,910.11, including pension cost of
$41,720.01 with one time of cost $1,020.00. Funding for this action will come from Mental Health Realignment
funds. (100%)
BACKGROUND:
The Health Services Department is requesting to add a Mental Health Program Chief position for the
Adult/Older Adult Mental Health Program. Due to organizational needs for Health Services Department the
former Adult/Older Adult Mental Health Program Chief position is being reassigned to Contra Costa Regional
Medical Center to provide necessary leadership over the increasingly growing programs at the Contra Costa
Regional Medical Center including the George Miller

BACKGROUND: (CONT'D)
Wellness Center. The Mental Health Program Chief for Adult/Older Adult Mental Health Program will be
responsible for analyzing and recommending solutions to complex technical and organizational service delivery
problems and plan, organize, manage and direct diversified mental health services for the Adult/Older Adult
population of Contra Costa County who are severely and persistently mentally ill. The department has determined
the best classification to manage the Adult/Older Adult Mental Health Program is Mental Health Program Chief.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department will not be able to properly manage the Mental Health services
provided by Adult/Older Adult Mental Health Program including coordination of care and treatment plan could
result in an increase of disallowances all of which could have an adverse impact on the Mental Health consumers
of Contra Costa County.
