Hause) to Conservatorship Probate Program Supervisor pursuant to Section 503 of the PMR's, and (concurrently) Increase the hours of position #54-1734 from 24/40 to 40/40. i - i 1 i D R A F T Proposed Salary Level C5-1817 ($2794 - 3397) Contra Costa County April, 1986 CONSERVATORSHIP PROBATE PROGRAM SUPERVISOR DEFINITION• Under general supervision, to plan, assign and review the activities of a probate unit within the Conservatorship Program of the Health Services Department; to supervise professional, paraprofessional and clerical staff engaged in providing direct conservatorship services; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This single position class functions as a first line management supervisor within a specific program component of the County's Health Services Conservatorship Program. It is distinguished from the class of Conservatorship LPS Program Supervisor in that the latter supervises the Lanterman-Petris-Short (L.P.S.) unit of the Conservatorship Program. It is distinguished from Mental Health Supervisor in that incumbents in the latter class function as supervisors for mental health programs. Supervision of this class is provided by the Conservatorship/Guardianship Program Chief. TYPICAL TASKS: Assists with program planning, program development, and program evaluation activities relative to Probate Conservatorsip; interviews, hires, trains and eval- uates professional, paraprofessional, and clerical staff members; plans, assigns and reviews the work of subordinates in conformance with division and conser- vatorship policies and procedures; coordinates service unit activities with other Program affairs and implements systems for maintaining effective communications between and among program elements; maintains liaison with other public, private and community organizations providing health and social services; represents the Conservatorship Program in the absence of the Program Chief; reads the Welfare and Institution Code, the Probate Code and the policy manuals in order to review or draft Health Services Probate Policy as needed; reviews legislation pertinent to Probate clientele; researches necessary supporting data through contact with other counties, legislative staff, and affected deputies; drafts Probate Health Services Policy and Procedures Manual documents to address necessary change; plans, develops and conducts staff development activities for subordinate staff with focus on client and conservatorship issues; conducts Probate section staff meetings for purposes of communicating division and conservatorship policies and Procedures and for gaining staff input into same; gathers operational statistics and prepares simple reports for management; may provide direct services to clients; screens and evaluates the program capability of serving as temporary probate conservator and/or probate conservator for individuals referred by the community or other County departments; processs the necessary court documentation to the program's counsel in order to file a petition for probate conservatorship; evaluates the current unmet needs of the person and their estate to have a public conservator to assume responsibility for medical and/or fiduciary matters and to Provide adequate care and protection for proposed conservatees; evaluates the need for additional powers of conservatorship as outlined in the applicable see- tions of the Welfare and Institutions and Probate Code; evaluates the urgency of filing court petitions and initiates a variety of court procedures in a timely manner; arranges for the serving of court papers on individuals relevant to these Probate matters; trains deputy conservators working in the Probate unit to per- form some or all of the aforementioned tasks; may serve as Cost Center Manager for budgetary purposes within assigned program area; may act as Conservatorship/ Guardianship Program Chief in the latters absence. MINIMUM QUALIFICATIONS: Education: Possession of a Master's Degree from an accredited college or university with a major in Social Work, Psychology, or a closely related Behavioral Science field. Experience: Three years of full time experience or its equivalent providing case work services in a conservatorship program, at least one of which included providing probate conservatorship services. Substitution: Either (1) two years of additional general qualifying experience of the type noted above may be substituted for the required.Master's Degree, but no substitution is permitted for a B.A. Degree, or (2) a Doctoral Degree with a major in one of the aforementioned fields may be substituted for one year of the required general experience. KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of the Welfare and Institutions and Probate Code applicable to Conservatorship; good knowledge of the types of mental and emotional illness and methods of treatment; good knowledge of the techniques of program planning, program development, and program evaluation; good knowledge of the principles of community organization; general knowledge of the methods of conducting employee training and staff development activities; working knowledge of the principles of budget admininstration; ability to effctively supervise the activities of subor- dinate staff; ability to plan and conduct productive staff meetings and employee training activities; ability to do data compilation and prepare simple reports; ability to get along effectively with other staff members, representatives of the local community including the judiciary and legal community, and representatives from other departments and organizations; the ability to identify the cause(s) of a problem, to identify a range of alternative solutions and their organizational consequence, and to select an appropriate solution in a timely manner; the abil- ity to understand the dynamics of change and to apply these principles in pro- viding support for planned organizational change; the ability to analyze and use organizational reports, the budget process, and quantitative and statistical tools appropriate to a given situation; the ability to consistently view inter- departmental conflicts in an objective, problem-solving manner, with focus on mutual goals.
