APPROVE and AUTHORIZE the Chief Engineer, Contra Costa County Flood Control & Water Conservation
District (FC District), or designee, to pay up to $17,000 to the Contra Costa Water District for costs associated with
the development and submittal of a Proposition 84 implementation grant application prepared by consultants to the
Contra Costa Water District, East County area.
FISCAL IMPACT:
Drainage Area 130 is the primary funding source.
BACKGROUND:
The FC District has been participating in the East Contra Costa County (ECCC) Integrated Regional Water
Management (IRWM) group, which was formed in response to the state of California Proposition 50 and Proposition
84 requirements. The state required that a project needed to be included in an Integrated Regional Water Management
Plan (IRWMP) to be eligible for state grant funding. The East County Water Management Association developed a
“functional equivalent” IRWMP and used it to successfully apply for several projects in East County. The FC
District’s Marsh Creek Widening project is in the ECCC IRWMP.
The ECCC IRWM group has, through Contra Costa Water District, hired a consultant to prepare and submit an
implementation grant application for Proposition 84. The grant application

preparation costs are being shared in proportion to the requested amount. Six agencies are submitting projects under
the ECCC IRWM group’s application.
The FC District is requesting a grant amount of $600,000 for its Marsh Creek Widening project, which is one of six
projects in the total grant request of nearly $4.5 million. The FC District’s proportionate share of the $90,000
professional services cost is approximately 18%, or approximately $16,500. The funds are to be paid directly to the
Contra Costa Water District.
CONSEQUENCE OF NEGATIVE ACTION:
Without the approval of the Board of Supervisors, the FC District will not have the authorization to pay its share of
the grant proposal costs to the Contra Costa Water District. This would prevent the FC District from applying for this
state grant as applications must come from the ECCC IRWM group. The FC District would need to seek other
funding sources to construct the Marsh Creek Widening project.
