Recognize and Commend Pam Dodson RN, Prehospital Care Coordinator for her numerous contributions to the
Contra Costa EMS System, as requested by Pat Frost, EMS Director.

BACKGROUND:
Pam Dodson RN joined the Contra Costa Emergency Medical Services in 1985 and has served the Contra Costa EMS
Community with distinction for almost 30 years. Ms. Dodson retired on October 31, 2013 and continued to support
the EMS Agency as a retired annuitant through June 30th, 2015. As an EMS subject matter expert in emergency
medical dispatch, cardiac arrest training and education, all aspects of clinical prehospital care Pam has been a tireless
community advocate and expert program planner and manager. As a prehospital care coordinator Pam has done it all
from helping the EMS Agency implement many of the first responder Fire EMS paramedic programs to building high
profile legacy community programs that made Contra Costa EMS the high performance EMS system it is today. Pam
is a recognized leader in the area of cardiac arrest, advanced life support and cardiac

arrest survival. Her programs in this area included:
• Sudden Cardiac Arrest (SCA) System of Care –SCA System of Care focuses attention on High Performance
Resuscitation with our EMS responders to continue to improve countywide survival rates.
• HeartSafe Communities: Ms. Dodson implemented this innovative community outreach model to support
sustainable of the HeartSafe Community Programs. The HeartSafe Community program is a County-wide initiative
working to make each community a Heartsafe place to work, live, visit and play.
• County Public Access AED Program: As program staff Pam was responsible for the oversight of the county-wide
public access AED program. She assured that all AEDs in the county are properly registered and integrated into our
emergency medical dispatch system.
• Atrus AED Link – Ms. Dodson worked to make all AEDs in Contra Costa County public AED and to identify AED
Responders for each of the AEDs. The Atrus AED Link software is implemented in Contra Costa County Fire
Communication Center and the San Ramon Valley Fire Communications. When a 9-1-1 call is identified as a
possible sudden cardiac arrest, as the fire and ambulance response is dispatched, the AED Link software looks for
AEDs within 1,200 feet of the address of the event. If an AED(s) is found AED Link notifies the AED Responder
affiliated with that/those AEDs and requests that they bring their AED to the potential SCA victim. The time to first
shock is the one major factor in determining survival. Having the AED arrive sooner will save lives.
• PulsePoint – Implementation of the PulsePoint app enabling CPR trained individuals that are within 1,000 feet of a
potential victim of sudden cardiac arrest to respond to provide CPR while our EMS resources are enroute. PulsePoint
is in place in the Contra Costa County Fire and San Ramon Valley Fire Communication Centers.
• Hands/Only CPR Community Program and CPR for Schools: Ms. Dodson served as EMS staff supporting
coordination and implementation of CPR community programs and CPR for Schools. Training thousands of students
and adults during her time at Contra Costa EMS. These legacy programs will continue to be a hallmark of the Contra
Costa EMS system and highlight Pam’s enormous commitment for many years to come.
CONSEQUENCE OF NEGATIVE ACTION:
Recognition of Ms. Dodson’s outstanding service would not occur.
