Establish the below entitled new management classes and allocate them
all to salary level #C5-1817 ($2794 -3397) .
1) Mental Health Children Services Supervisor
2) Mental Health Crisis Screening Unit Supervisor
3) Mental Health Inpatient Services Supervisor
4) Mental Health Forensic Program Supervisor
5) Mental Health Detention Program Supervisor
6) Mental Health Adult Services Supervisor
7) Mental Health Continuing Care Services Supervisor

This request constitutes the first pase of our plan to put the above struc-
ture into place. Those actions are:
1)• Establish seven (7) new first line management supervisory classes to
replace Mental Health Clinical Program Supervisor and allocate them
all to salary level #C5-1817 ($2794 - 3397) which is the same level
as MHCPS. Duties and proposed MQ's are as per the attached draft
specs. They would be distributed by program and region. as indi-
eiated previously.
2) Reallocate four (4) Mental Health Clinical Program Supervisor posi-
tions (2 filled, 2 vacant) into the new classes and approve transfer
of the two permanent incumbents as follows:

3) Reclassify without examination three (3) MHTS positions to the new
classes, the incumbents of which have been working out of class per-
forming management/supervisory functions well in excess of one year.

Other than the 3 reclassifications without exam, we would plan to
request examinations for the balance of the positions/classifi-
cations and either reclassify the selected incumbent MHTS to
supervisor or make an appointment off the eligible list to a
vacant supervisor position and cancel a MHTS vacancy as an off-
setting budgetary reduction such that there would be no net
increase in authorized positions in the long run.
COSTS
Requests #1 and #2 entail no increase in cost. Based upon application
of the standard rules governing salary on promotion the estimated
increase in monthly costs for request #3 is $ 400 calculated as
follows:

Attached find three (3) P-3001s, seven (7) draft specs, an updated organi-
zation chart for the A/DA/MH Division, some Classification Questionnaires/
job descriptions, and miscellaneous other personnel documents relative to
the above subject.
