ACCEPT the Advisory Council on Equal Employment Opportunity 2014 annual report and 2015 work plan, as
recommended by the Equal Employment Opportunity Officer.
FISCAL IMPACT:
None.
BACKGROUND:
Resolution No. 2002/377 request each regular ongoing board, commission, and/or committee shall annually report to
the Board of Supervisors on its activities, accomplishments, membership, attendance, required training and
certification programs, and proposed work activities for the following year. The requirement is addressed by the
Advisory Council on Equal Employment Opportunity in the attached report.
CONSEQUENCE OF NEGATIVE ACTION:
The Advisory Council on Equal Employment Opportunity would be out of compliance.

Reporting Period: January 2014 through January 2015
Activities:
In compliance with the By-Laws of the Advisory Council of Equal Employment
Opportunity, the Advisory Council held monthly meetings at a regular time and place
throughout the year. The following information provides the Advisory Council’s activities
throughout the year:
1. Scheduled three presenters (Risk Management-ADA; Human Resources; and
the Workforce Development Board) to discuss their roles in the County, their
program responsibilities, job functions and EEO activities within the department.
2. Invited Veterans Administration (VA) representatives to discuss the VA’s
attempts to partner with businesses to help veterans obtain jobs.
3. Reviewed and discussed applicant flow data for vacant positions.
4. Discussed and recommended ways the ACEEO could bring more awareness to
hire vets within the County.
5. Discussed EEO Strategic Outreach and Recruitment efforts and recommended
courses of action.
Continuous 2014 reviews were:
1. Reviewed, analyzed and discussed the Equal Employment Opportunity Strategic
Outreach and Recruitment Plan.
2. Made recommendations and received approval to fill Advisory Council vacancies
for the Community and Labor and Trade seats.
3. Reviewed the County and departments EEO workforce statistical data.
2014 Accomplishments:
1. Completed certification requirements and training by making sure all new and
existing members viewed the video on the Better Government Ordinance and
Brown Act within three (3) months of their appointment date.
2. Tracked members’ attendance to identify any obstacles and considered ways to
overcome them (ridesharing, teleconference, etc.)
3. A quorum was reached in seven (7) out of eleven (11) meetings or 64%.
4. Reviewed statistical data of advertised vacant positions and made
recommendations regarding upward mobility and targeted outreach amongst
selected groups.
5. Reviewed the County and department wide workforce data.
6. Met with George Carter, Business Services Representative/Rapid Response
Coordinator, and Patience Ofudu, Workforce Services Specialist, with the
Workforce Development Board to discuss partnering and collaborating with them
on outreach.
7. Chairperson Arnold and staff met with Stephen Baiter, Executive Director
Workforce Development Board, to get more information on the services they
provide to the community and how the ACEEO could help them.
8. Members of the Advisory Council represent diverse interests, race, and ethnic
backgrounds as follows: Males (7); White (3); African Americans (4); Females (2)
and (2) African American.
9. Proposed to require interested members to attend at least 3 meetings to
determine whether or not the committee is a mutually beneficial good fit for them
and the ACEEO.
2015 Work Plan:
1. Become more active and involved in the County’s outreach recruitment, hiring
and termination efforts.
2. The Advisory Council will continue to hold regularly scheduled meetings to
conduct business in compliance with its by-laws and to have a quorum at each
meeting.
3. Review and analyze the Equal Employment Opportunity, Small Business
Enterprise and Outreach and Recruitment program reports and make
recommendations as necessary.
4. More aggressively promote the identity and existence of the ACEEO since the
consent decree has been vacated.
5. It is the Advisory Council’s intent to maintain full membership by conducting
strategic outreach as defined by the by-laws, to encourage all members to
regularly attend meetings and to secure a quorum at meetings.
