APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with
Brighter Beginnings Inc., a non-profit corporation, in an amount not to exceed $251,496, to provide case management
services to Cal Learn Program Participants for the period July 1, 2015 through June 30, 2016.
FISCAL IMPACT:
$251,496: 85% Federal, 15% State; California Work Opportunity and Responsibility to Kids (CalWORKs) single
allocation.
BACKGROUND:
The Cal-Learn Program provides assistance to pregnant and parenting teens enabling them to remain in school and
obtain a high school diploma or its equivalent. Brighter Beginnings will provide case management services to
Cal-Learn Program participants referred by the Employment and Human Services Department (EHSD). Services will
include comprehensive case management, educational assessments, counseling, mentoring, parenting assessments,
child development skills training, and the identification of ancillary services such as child care and transportation.
Support will also be given to assist the participants in the transition to independent living upon obtaining their high
school diploma or its equivalent. (#21-178-28)

CONSEQUENCE OF NEGATIVE ACTION:
Teen participants unable to receive assistance under this contract may not stay in high school and receive their
diploma or equivalent.
CHILDREN'S IMPACT STATEMENT:
