budget reports for Cost Center; monitors fiscal issues relevant to Center in-
cluding salary expenditures (1000 series) and Services/Supplies Budget Allocations
(2000 series) ; includes monthly review of Cost Center Reports; approves all ex-
penditures and Capital Project Activity requests; manages 1,HS financial billing
system and clerical functions; coordinates and monitors billing system for accuracy
and completion; includes coordinatirc; of actual clinical intervention with bi-l.lin;
system to maximize billable services.
10% Performs personnel actions: Assigns and allocates job assigmnents, staff tasks

completion of employee evaluation questionnaire and recommendation for merit

M.F.C.C.s and clerks both for permanent positions, and for relief work. Prepares

Similar Clinical Program Supervisor positions are currently funded in West County, Fast County

Under the general supervision of the Assistant Executive Director, Operations,
and as a licensed psychologist, I perform the following duties:
57% I. Act as the administrative supervisor of the Detention Facility Mental
Health and Substance Abuse Programs,
A. Under general supervision, develop, document, supervise and implement
goals, objectives, policies and procedures.
B. Participate in program planning and program development; plan for
future program needs.
C. As appropriate, represent Detention Facility Mental Health and
Substance Abuse Programs to community agencies and the public.
D. Assume primary responsibility in coordinating services with other
Detention'Facility.Health Services staff. Attend regularly scheduled
meetings of supervisory staff.
E. Coordinate program with community facilities and agencies.
F. Organize and facilitate regularly scheduled MH/SA staff meetings.
G. Interview and select candidates for appointment for all MH/SA Programs
positions and internship openings, including professional, para-
professional, and clerical support staff.
H. Work closely with the hffi/SA Programs Coordinator.
I. Verify hours worked, review for accuracy and sign Employee Time Reports.
J. Provide administrative support and direction to psychiatric staff as
is consistent with good clinical practice.
K. Develop and/or approve general staffing patterns and staff schedules
to ensure adequate levels of service as is consistent with plan,
policy and budget.
L. Act as chief liaison to Detention Facility custody staff regarding
Mental Health and Substance Abuse Programs operations, and otherwise
as authorized.
M. Maintain expertise in forensic and other legal issues as they pertain
to program operations.
N. Manage cost centers and budget as authorized.
25% 11. Act as the clinical supervisor of the Detention Facility Mental Health
and Substance Abuse Programs.
A. Provide clinical support, supervision, training, and direction to all
Mental Health Treatment Specialists, interns, other clinical staff
as assigned, and to support staff.
B. Act as chief liaison to medical, psychiatric, and other CJHS staff
regarding clinical issues: relating to the Mental Health and
Substance Abuse Programs.
C. Take lead responsibility in coordinating specific clinical services
with community treatment facilities and agencies, and with other
detention facilities.
D. Enter into internship program contracts with training institutions
and act as primary clinical supervisor to interns in clinical training
programs as is appropriate by licensure.
E. Act as secondary clinical supervisor for psychiatric residents or
other trainees as designated by appropriately licensed primary clinical
supervisors.
F. Maintain quality of the clinical program as a member of the Medical
Staff, Department of Psychiatry and Psychology.
G. Coordinate clinical services with ADAMH Division as necessary.
