APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute, on behalf of the County,
Agreement #5600005575 with the California Department of Corrections and Rehabilitation, Department of Juvenile
Justice (CDCR/DJJ), to pay an amount not to exceed $80,280, to provide diagnostic studies, treatment services and
temporary detention for youth eligible for commitment to CDCR/DJJ, for the period from July 1, 2015 through June
30, 2017.
FISCAL IMPACT:
Contract limit is based on $223 per day for 360 days. 100% General Fund.
BACKGROUND:
The Division of Juvenile Justice (DJJ), originally known as the California Youth Authority (CYA), was created by
statute in 1941 and began operating in 1943, providing training and parole supervision for juvenile and young adult
offenders. In 2005, the CYA became the DJJ within the Department of Corrections and Rehabilitation (CDCR).
Currently, the DJJ receives its youthful offender population from both juvenile and superior court referrals. Those
youths are sent to the DJJ to receive various training and treatment services. CDCR/DJJ recognized that a court may

conclude that proper disposition of a juvenile case requires a level of observation and diagnosis unavailable in most
jurisdictions. As a result they have offered their expertise and have agreed to provide diagnostic studies, treatment
services and temporary detention for case referrals from Juvenile Court. This contract will allow the Probation
department to refer juveniles to CDCR/DJJ as needed.
CONSEQUENCE OF NEGATIVE ACTION:
The Probation department will not be able to refer juveniles to CDCR/DJJ for diagnostic studies, treatment services
and temporary detention.
CHILDREN'S IMPACT STATEMENT:
This contract supports four of the five community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 4)
"Families that are Safe, Stable and Nurturing"; and, 5) "Communities that are Safe and Provide a High Quality of
Life for Children and Families".
