APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
amendment with the California Department of Education, to increase the payment limit to the County by $75,000 to a
new payment limit of $2,428,561 for general childcare and development program services, with no change to term of
July 1, 2014 through June 30, 2015.

BACKGROUND: (CONT'D)
program year. The County receives funds from the California Department of Education to provide state preschool
general childcare services to program eligible County residents. The program is operated by the Employment and
Human Services Department, Community Services Bureau. The first agreement amendment added $127,045 to the
2014-15 allocation; increased the corresponding Child Days of Enrollment from 64,762 to 65,196; and increased the
maximum daily rate from $34.38 to $36.10 per child day of enrollment. The Board approved the first amendment to
accept additional funding on December 9, 2014.
This second amendment is to accept further funds and to revise accordingly the Child Days of Enrollment. The
Department sought to transfer funds from the California State Preschool Program to the General Childcare and
Development program in an effort to better meet community need for Infant/Toddler childcare services, as identified
in the Department's Community Assessment.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not receive funding to operate the childcare & development program.
CHILDREN'S IMPACT STATEMENT:
The Department of Education General Childcare & Development funding supports three of the community outcomes
established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families that are
Economically Self-sufficient"; and, 4) "Families that are Safe, Stable, and Nurturing" by offering comprehensive
services, including high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
