APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Zero
Tolerance for Domestic Violence Initiative, to apply for and accept grant funding in an amount not to exceed
$950,000 from the U. S Department of Justice, Office on Violence Against Women, for the encouragement of arrest
policies and enforcement of protection orders for violence against women for the period October 1, 2015 through
September 30, 2018.
FISCAL IMPACT:
County to receive an amount not to exceed $950,000 (100% Federal) (No County match)
BACKGROUND:
The Encourage Arrest Policies and Enforcement of Protection Orders Program grant funding is designed to assist
victims of violence against women with the protection and services they need to pursue safe and healthy lives, while
improving communities' capacity to hold offenders accountable for their crimes. The program recognizes that sexual
assault, domestic violence, dating violence, and stalking are crimes that require the criminal justice system to hold
offenders

BACKGROUND: (CONT'D)
accountable for their actions through investigation, arrest, and protection of violent offenders.
The program is designed to encourage partnerships between state, local and tribal government, courts, victim service
providers, coalitions, and rape crisis centers, to ensure that sexual assault, domestic violence, dating violence, and
stalking are treated as serious violations of criminal law requiring the coordinated involvement of the entire criminal
justice system and community based victim service organizations. The grant funding can provide services to identify
problems, share ideas, and develop services that will result in new responses to insure victim safety and offender
accountability.
CONSEQUENCE OF NEGATIVE ACTION:
Without funding, programs designed to encourage arrest policies and enforce protection orders could not be fully
implemented.
