PROVIDE one-time lump sum payment in the amount of $750 to Tandrea Thysell (Employee #62075/Local 1021),
$375 to Gloria Pineda (Employee #73491/Local 1), and confirm $500 to Emilia Gabriele (Employee
#81159/unrepresented).
FISCAL IMPACT:
100% County General Fund. The lump sum amounts are $750 for Tandrea Thysell and $375 for Gloria Pineda.
BACKGROUND:
Local 2700, Local 1021, and Local 1 memorandum of understanding have lump sum payment language that is tied to
specific dates of employment. The dates are not the same in all contracts. Due to promotions and transfers dates, a
few employees did not meet the date requirements to receive lump sum payments.
Tandrea Thysell was promoted to Social Casework Specialist 1 effective 4/20/15 and missed the lump sum payment
for both the union she was in previously (Local 2700 - which was effective on 5/1/15) as well as the new union
(Local 1021) which was effective 4/1/15. Tandrea Thysell is a full-time employee.

BACKGROUND: (CONT'D)
Gloria Pineda moved from Institutional Services Worker - Generalist (Local 1) on 2/12/15 to a Clerk-Experienced
Level (Local 2700), and then back to Institutional Services Worker (Local 1) on 4/3/15. She missed the lump sum
payment cut off for Local 1 which was 4/1/15 as well as Local 2700 which was 5/1/15. Gloria Pineda is a half-time
employee.
Additionally, the Management Resolution includes a $500 lump sum payment for certain classifications. Although
Emilia Gabriele did receive a lump sum payment, the job code listed in the Management Resolution for her class was
incorrect. This action confirms that the class of EHS Chief Financial Officer (XAD9) was eligible for the lump sum.
The County Administrator recommends that these employees receive a lump sum payment.
CONSEQUENCE OF NEGATIVE ACTION:
These County employees would not receive the lump sum payment their co-workers received.
