ADOPT Position Adjustment Resolution No. 21679 to add one (1) Information Systems Specialist I (LTWA)
(represented) position at salary plan and grade QS5 1244 ($3,814-$4,636) and cancel one (1) vacant Information
Systems Technician I (LTWC) (represented) position #07 at salary plan and grade ZB5 1408 ($4,487-$5,454) in the
Information Technology Department.
FISCAL IMPACT:
This transaction will result in an estimated annual savings to the Department of $12,250. The Department of
Information Technology charges for all services through service fees charged to user departments that include
revenue generated from non-General Fund departments and other public agencies.
BACKGROUND:
Due to a change in requirements, the Information Technology Department is requesting to trade Information Systems
Technician I position #07 for one Information Systems Specialist I (ISS I) position.
The Department of Information Technology is experiencing a lack of skilled labor supply with regard to the IBM
mainframe skill-set. Those who were familiar with the technology have either retired or are nearing the age of
retirement. IBM’s z/OS platform is not popular among the young computer science and information technology
generation of workers. The languages of the mainframe are ancient history to the technology-inclined professionals of
today. Candidates who know programming languages such as Python, Go, or Swift are plentiful today. However,

BACKGROUND: (CONT'D)
trying to find someone who is familiar with the IBM z/OS file system, or that can manage and maintain an AS/400
server, will result in a much smaller pool of candidates. Consequently, DoIT would like to hire a candidate in an
ISS I position and internally train them to acquire the skills needed by the department. This is a cost-effective
practice that will enable the Department of Information Technology to keep the mainframe and related systems
functioning and simultaneously internally grow a strong Systems Software Analyst.
This position needs to be filled immediately, as a mission-critical process of the County’s information technology
system remains essentially unmanaged. We have many projects in queue and require a full time Information
Systems Administrator to take charge of the responsibilities related to the IBM mainframe.
Based on the position's preponderance of duties assigned, responsibilities, and level of duties, DoIT recommends
adding an Information Systems Specialist I (LTWA) position and canceling the vacant Information Systems
Technician I (LTWC) position #07.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, this position will not be properly classified based on assigned duties and
responsibilities of the position.
