FISCAL IMPACT: Annual cost savings to General Fund of $10,524, resulting from employee benefit (health and dental insurance) savings. BACKGROUND: The Board of Supervisors adopted Position Adjustment Resolution No. 21614 at their March 3, 2015 meeting, adding one part-time (20/40) Deputy Public Defender III to the Public Defender's Office as part of the federal Edward Byrne Justice Assistance Grant. This position is effective in the new fiscal year 2015/16. The Public Defender's Office has expressed difficulty in hiring for part-time Deputy Public Defenders. The Public Defender has requested to combine the two part-time positions to create one full-time Deputy Public Defender III position. The Department will be able to accomplish the workload necessary for the Justice Assistant Grant and Laura's Law with this new position. This action has no impact to FTE counts and results in a net savings to the General Fund due to employee benefit savings. CONSEQUENCE OF NEGATIVE ACTION: The Department would continue to experience difficulty hiring into the two part-time Deputy Public Defender III positions, which may create delay in addressing the services necessary under the Justice Assistance Grant and Laura's Law.
