APPOINT Rita Xavier to the Board of Supervisors seat of the Oversight Board of the San Pablo Redevelopment
Successor Agency with a term expiring on June 30, 2016.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
On February 1, 2012, local redevelopment agencies were eliminated by the passage of Assembly Bill x1 26.
Generally, the county or city in which the former redevelopment agency operated became the successor agency
charged with closing out the remaining activities and obligations of the former redevelopment agency. Each
successor agency operates under the direction of an oversight board, which the State mandates be established with a
membership composition described in statute.
Each oversight board is an independent decision-making body with a fiduciary responsibility to holders of
enforceable obligations of each former city redevelopment agency as well as governmental taxing entities that remain
within the former project areas of each dissolved agency. Each oversight board is supported by

successor agency staff and must comply with the Ralph M. Brown Act, the California Public Records Act, and the
Political Reform Act of 1974. The actions of each oversight board are overseen by the California Department of
Finance and may be subject to disapproval or modification.
On June 16, 2015, the Board of Supervisors accepted the resignation of Supervisor John Gioia from the Board of
Supervisors' seat. Today's action will appoint Ms. Xavier as successor to that seat through June 30, 2016.
CONSEQUENCE OF NEGATIVE ACTION:
The Oversight Board of the San Pablo Redevelopment Successor Agency will continue to have a vacancy in the
Board of Supervisors' seat.
CHILDREN'S IMPACT STATEMENT:
