ORDINANCE NO. 86- 96 (Project Positions) The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical footnotes from the official text of the enacted or amended provisions of the County Ordinance Code) : SECTION I: SUMMARY. This ordinance amends Section 33-5. 323 of the County Ordinance Code to eliminate the provision that in f order to be excluded from the County' s merit system;- project positions be funded from federal, state, or private appropriations. SECTION II: Section 33-5. 323 of the County Ordinance Code is amended to read: 33-5. 323 Project Positions. Employees in positions (project positions) established by the board for a specific limited period as part of an approved project are excluded. The county administrator and the director of personnel shall develop procedures, to be approved by the board, for designating these positions and employing persons to fill them. (Ords. 86-°, 81-70, § 2, 81-32, § I[8] , 73-9, § 31 former §§ 32-2.618, .602( 15) : prior code § 2413 (q) : Ord. 69-27) . SECTION III : EFFECTIVE DATE. This ordinance becomes effective 30 . days after passage, and within 15 days of passage shall be published once with the names of the supervisors voting for and against it in the `!Prtinez dei,�s Oi.zette a newspaper published in this County. ATTEST: PHIL BATCHELOR, Clerk of the Board and County Administrator r By Board Chair [SEAL] ORDINANCE NO 86- 9G THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 18, 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: Supervisor Powers ABSTAIN: None SUBJECT: Removal of Project Employees from Merit System The Board this dated adopted Ordinance 86-96 removing the restriction that project positions must be funded from Federal, State or private appropriations to be excluded from the County' s merit system. The Board received a letter dated November 7 , 1986 from Anne J. D'Arcy, P.O. Box 2306 , Pleasant Hill 94523, and a letter dated November 13, 1986 from Bruce Peaslee, President, SEIU Local 535, urging that adoption of the ordinance be delayed until completion of the Merit Board investigation of use of project positions.
