SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION

I. RECOMMENDED ACTION
Designate November 30, 1986 through December 6, 1986 as California Home Care
Week.
II. FINANCIAL IMPACT
None
III. BACKGROUND
A. Organized home health care services to the elderly and disabled have
existed in this country since the last quarter of the eighteenth century.
B. Home care is recognized as an effective and economical alternative to
unnecessary institutionalization.
C. Caring for the ill and disabled in their homes emphasizes the dignity
and independence of the individual receiving these services.
D. Since the enactment of the Medicare program including skilled nursing
services, physical therapy, speech therapy, social services, occupational
therapy and home health aide services, the number of home health agencies
providing these services has increased from less than five hundred to
more than six thousand.
E. Many private and charitable organizations provide these and similar
services to millions of patients each year, thus preventing, postponing
and limiting the need for institutionalization.
