BACKGROUND Last February and March, Governor Deukmejian proclaimed States of Emergency in 39 California counties because of severe storm damage and flooding. During that devastating period, considered by the National Weather Service to be the worse series of storms in the state since 1955, 13 Californians lost their lives, 67 were injured, and property damage exceeded $375 million. The State Office of Emergency Services has organized, and is coordinating a statewide Winter Storm Preparedness Campaign to encourage the public to take action to make their homes and neighborhoods damage resistant. The County Office of Emergency Services continues to provide helpful flood safety information to residents in the county. FINANCIAL IMPACT None CONSEQUENCES IF BOARD TAKES NO ACTION If the board takes no action, the opportunity will be missed to publicly endorse the idea of Winter Storm Preparedness for county residents. Cities may be less likely to make their own proclamations of support and there may be less media exposure to the statewide campaign.
