SUBJECT: Winter Storms Preparedness Week November 17-22, 1986
SPECIFIC REQUEST(S) OR RECOMMENDATION S) 8, BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve the attached Resolution proclaiming November 17-22, 1986 as Winter
Storms Preparedness Week.
BACKGROUND
Last February and March, Governor Deukmejian proclaimed States of Emergency in
39 California counties because of severe storm damage and flooding. During
that devastating period, considered by the National Weather Service to be the
worse series of storms in the state since 1955, 13 Californians lost their
lives, 67 were injured, and property damage exceeded $375 million.
The State Office of Emergency Services has organized, and is coordinating a
statewide Winter Storm Preparedness Campaign to encourage the public to take
action to make their homes and neighborhoods damage resistant.
The County Office of Emergency Services continues to provide helpful flood
safety information to residents in the county.
FINANCIAL IMPACT
None
CONSEQUENCES IF BOARD TAKES NO ACTION
If the board takes no action, the opportunity will be missed to publicly
endorse the idea of Winter Storm Preparedness for county residents. Cities
may be less likely to make their own proclamations of support and there may be
less media exposure to the statewide campaign.

SUBJECT: Winter Storms Preparedness Week, November 17-22, 1986
RESOLUTION 86/680
WHEREAS, during February, 1986, Contra Costa County suffered severe winds
and rainstorms which resulted in injuries, and extensive property damage; and
WHEREAS, another severe series of storms this year could adversely affect
Contra Costa County, as well as the entire state; and
WHEREAS, under the coordination of the State Office of Emergency Services
and the California Department of Water Resources, a number of local, state,
federal and volunteer agencies are observing Winter Storm Preparedness Week to
educate the public on this important issue;
NOW, THEREFORE, BE IT RESOLVED that the week of November 17-22, 1986 is
hereby proclaimed WINTER STORM PREPAREDNESS WEEK and all Contra Costa County
residents are urged to take advantage of the helpful flood safety and flood
insurance information available from the County Office of Emergency Services.
