BACKGROUND:
The Town of Moraga (Town) is requesting $80,900 in County Park Dedication funds to help fund the development of
an outdoor community park/plaza that will be an extension of the new community meeting room built in conjunction
with the Town's new Council Chambers.
The park/plaza design, as approved by the Moraga Design Review Board on April 15, 2014, features a pedestrian
plaza for the public to congregate, a series of seat walls, an ADA compliant pathway, shading trellis, new plantings
(grass and native plants), accent lighting, a functional and educational stormwater bio-retention facility, bicycle
racks, and a number of other park-like features for the public to use in conjunction with the various uses envisioned
for the new community meeting room. The new community room and exterior park/plaza area are expected to be
used by Town-sponsored commissions and committees but also by local volunteer groups and nonprofit
organizations.
The total cost of the park/plaza project is estimated to be $374,000. Construction of the park/plaza area has begun and
is expected to be completed by Fall 2015. Once completed, the improvements will be maintained by the City.
If approved, the balances in the various Moraga area park dedication accounts will be zero. It is the policy of the
County to utilize County park dedication funds to meet local and regional park needs. It is expected that the new
community room and park/plaza area will attract residents from the County's unincorporated areas, including the
unincorporated parts of Moraga and beyond.
CONSEQUENCE OF NEGATIVE ACTION:
Without the allocation of park dedication funds, the Town would need to find alternative funding sources and the
project may not be completed by Fall 2015.
