Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment/Extension Agreement #23-400-9 with Contra Costa Regional Health Foundation, a non-profit
corporation, effective June 1, 2015, to amend Contract #23-400-8, to increase the payment limit by $1,100,000, from
$125,000, to a new payment limit of $1,225,000 and to extend the term from September 30, 2015 through September
30, 2016.
FISCAL IMPACT:
This Amendment is funded 100% by Hospital Enterprise Fund I. No General Fund Impact.
BACKGROUND:
On September 23, 2014, the Board of Supervisors approved Contract #23-400-8 with Contra Costa Regional Health
Foundation, for the provision of consultation services to the Health Services Director with regard to the Contra Costa
Regional Medical Center and Contra Costa Health, for the period from October 1, 2014 through September 30, 2015.

BACKGROUND: (CONT'D)
Pursuant to the Affordable Care Act (ACA), as amended by the H.R. 4872-24 Health Care and Education
Reconciliation Act of 2010, Section 1202, ACA and 42 Code of Federal Regulations (CFR) 447 provides funding
intended for the recruitment and retention for physicians with a specialty designation of family medicine, general
internal medicine or pediatric medicine.
The increased funding applies to specified primary care services and to services rendered by these provider types paid
by Medicaid managed care plans that are contracted by states to provide the primary care services.
This funding coupled with specific ACA capitation rate funding will be used by the Contractor to develop and
implement a Physician Recruitment and Retention Program (the Program). The Program model will be developed
jointly by the Contractor and the Contra Costa Health Plan (Health Plan). Final approval of the design will rest, per
contract terms, with the Health Plan. Management and Administration of the Program will rest with the Contractor
and will be subject to periodic review by the Plan.
Approval of Contract Amendment/extension Agreement #23-400-9 will allow the Contractor to provide an additional
level of services to develop, implement and manage a Physician Recruitment and Retention Program, in collaboration
with the Contra Costa Health Plan, through September 30, 2016.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the County will not be able to implement a program for the recruitment and
retention for physicians with a specialty designation of family medicine, general internal medicine or pediatric
medicine, in accordance with the Affordable Care Act.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Communities that are Safe and
Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase retention
of pediatric physicians for Contra Costa County children.
