APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a
contract with the California Department of Education in an amount not to exceed $8,522,767, to provide State
Preschool services, for the period July 1, 2015 through June 30, 2016.
FISCAL IMPACT:
County to receive up to $8,522,767: State 79.25% ($6,754,430); Federal 20.75% ($1,768,337) No County match.
CFDA #s 93.596 ($1,140,734) and 93.575 ($627,603).

BACKGROUND:
The California Department of Education notified the Department on June 3, 2015 of the 2015-16 funding allocation
of the California State Preschool program services. The County receives funds from the California Department of
Education to provide state preschool services

BACKGROUND: (CONT'D)
to program eligible County residents. The program is operated by the Employment and Human Services Department,
Community Services Bureau. Approval of this board order will allow the continued provision of these childcare
services.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not receive funding to operate these childcare programs.
CHILDREN'S IMPACT STATEMENT:
The Employment and Human Services Department, Community Services Bureau supports three of the community
outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families
that are Economically Self-sufficient"; and, 4) "Families that are Safe, Stable, and Nurturing" by offering
comprehensive services, including high quality early childhood education, nutrition, and health services to
low-income children throughout Contra Costa County.
