APPROVE and AUTHRORIZE the Health Services Director, or his designee, to execute Amendment Agreement
VA261-14-C-0101 (1) (County #29-539-3) with the U. S. Department of Veterans Affairs Northern California Health
Care System, effective March 30, 2015, to amend Agreement #29-539-2, with no change in the original amount of
$124,100 payable to County, and to extend the term from March 31, 2015 through September 29, 2015.
FISCAL IMPACT:
Approval of this Agreement will result no change in the original amount of $124,100, payable to County, for the
West County’s Adult Interim Housing Program, Philip Dorn Respite Center in Richmond through September 29,
2015. (No County match).
BACKGROUND:
The Health Services Department seeks continuous funding to provide interim housing, treatment, and other services
for homeless veterans that access the Philip Dorn Respite Center through the West County emergency shelter
program. Each year the shelters provide interim housing and support services to over 75 homeless veterans of Contra
Costa County. On April 29, 2014, the Board of Supervisors approved Grant Agreement with the U.S. Department of
Veterans Affairs Northern

BACKGROUND: (CONT'D)
California Health Care System, for services and associated operating cost of the Philip Dorn Respite Center through
the West County’s Adult Interim Housing Program in Richmond, for the period from April 1 2015 through March 31,
2015.
Approval of this Amendment Agreement #29-539-3 will extend the term and allow the County to continue to receive
funds to support the West County’s Adult Interim Housing Program Philip Dorn Respite Center in Richmond through
September 29, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this Amendment Agreement is not approved, the County will not continue to receive funding to support the
veterans requiring homeless shelter.
