One agreement to settle pending litigation, as defined in Government Code section 54956.9, became final during the
period of May 1, 2015 through May 31, 2015.

BACKGROUND: (CONT'D)
G.F., et al. v. Contra Costa County et al., U.S.D.C. Case No. C 13-3667 MEJ (N.D.Cal.). On April 14, 2015, the
Board authorized the entry into a settlement agreement to, among other things, memorialize changes initiated by the
Probation Department to create a positive behavior management system at juvenile hall and provide for payment of
attorneys’ fees and costs in the amount of $1.34 million to Disability Rights Advocates, Public Counsel, Paul
Hastings LLP, and Zelle Hofmann Voelbel & Mason LLP to dismiss the litigation. Settlement was authorized in
closed session by a 4-0 vote, Supervisor Glover absent. The settlement agreement was fully executed on May 19,
2015. The funding source is the Risk Management Liability Internal Service Fund.
This report includes final settlements of litigation matters handled by the Office of the County Counsel. This report
does not include litigation settlements that were reported by the Risk Management Division of the County
Administrator’s Office as a consent item on the Board’s open session agenda.
CONSEQUENCE OF NEGATIVE ACTION:
The report would not be accepted.
