Presentation of the “People Who Make a Difference Awards 2015 by members of the Board of Supervisors.

BACKGROUND:
Once a year the Alcohol and other Drugs Advisory Board of Contra Costa County acknowledges both volunteer and
non-volunteer individuals and groups that have significantly contributed towards reducing alcohol and Other Drugs
in Contra Costa communities.

VOLUNTEER INDIVIDUAL
District II - Supervisor Candace Andersen
HOLLY NOLAN
Holly is a parent in the Lamorinda area and actively involved in the Lamorinda Alcohol Policy
Coalition. Her efforts to help raise awareness about the dangers of Alcohol and Prescripti on
Drugs are demonstrated through the submission of written communication to the Lafayette
City Council. Holly was recently present at a City Council meeting during which the Council was
discussing the issuance of an additional liquor license in the community. Holly was involved in
the showing of “Out of Reach “ to parents at Acalanes High School. She is a prime example of a
community leader fighting to change community norms that contribute to underage drinking
and substance abuse.

District IV– Supervisor Mitchoff
LEONARDO MARTINEZ
Leonardo works as a counselor at Discovery House which is a substance abuse treatment
residential facility for men. He also works very hard to end alcohol and drug addiction in the
Homeless community. He has developed an early intervention program at the C oncord
Homeless Shelter an outcome of the Behavioral Health Division integration . This program
introduces a variety of addiction and recovery programs including education groups, individual
coaching and counseling. The purpose of serving Homeless clients is to engage them into
treatment by meeting them where they are in regards to their own recovery process, as well as
preventing relapse for those clients who are in transition from inpatient care while waiting for a
permanent residence. He is a making a difference to many people at the Homeless Shelter.

MARY MC CLENDON
Mary has been an assessment counselor for the SAMHWorks Wellness to Independence
program since it began over 15 years ago, and she is now a lead supervisor counselor for this
program. Most SAMHWorks clients are low-income parents of young children. Her
responsibility includes to assess their substance abuse and mental health risks and to refer
them to the most appropriate services. Mary is a valuable resource to other staff as well as
clients. In her capacity as a lead supervisor counselor, she responds immediately whenever any
CalWorks participant is in crisis. Mary meets with treatment providers to encourage referrals
and to resolve challenges that might emerge in the program.

District II - Supervisor Candace Andersen
DON TATZIN
Don Tazin is a member of the Lafayette City Council. He demonstrated his commitment to
reducing Alcohol saturation in the community by alerting the Lamorinda Alcohol Policy
Coalition Coordinator that Walgreens was requesting an alcohol license. He supported the
community response to oppose the license by allowing additional speakers on the agenda.
While the council voted to issue the licens, his efforts to protect the community continued after
the license request was passed (3-2) when he encouraged other City Council members to
submit a letter to the Alcoholic Beverage Control (ABC) requiring that alcohol products be
placed on the back of the store. The City Council also requested that the Lafayette Police
Department present a report regarding the enforcement of laws that prohibit providing alcohol
to minors. The two stipulations would NOT have been included in the granting of the license if
Don Tatzin had not actively advocated for them.

District V- Supervisor Federal Glover
JOHN SWETT HIGH SCHOOL FRIDAY NIGHT LIVE
John Swett Friday Night Live (FNL) is focusing leadership efforts in the City of Rodeo to
eliminate Alcopops. They have created a power point presentation describing how the
marketing of such products is intended to lure and attract underage drinkers . In addition, FNL
is actively creating awareness with fellow students, PTA and local merchants about the dangers
of selling Alcopops in their community through news articles, conducting community
assessments and developing a petition to stop Alcopops sales.

District I- Supervisor John Gioia
UJIMA WEST OUTPATIENT PORGRAM
Ujima West in the Richmond area, offers perinatal substance abuse treatment to women in the
community. The program provides a non-judgmental environment for women to treat the
disease of addiction, offers education to sustain long term recovery, and support to regain self-
confidence. They make a difference in the lives of the mothers and their children as well as
entire family. With their strong Alumnae Group, Ujima West remains connected with graduates
to help them stay clean and sober, thereby contributing to break the cycle of addiction.
