APPOINT the following person to the District 2 Seat of the Countywide Bicycle Advisory Committee for a term with
an expiration date of December 31, 2016, as recommended by Supervisor Candace Andersen:

FISCAL IMPACT:
None.
BACKGROUND:
The committee provides input to the County and the cities of the County on bicycle projects for Transportation
Development Act (TDA) funds to construct bicycle/pedestrian projects and also provides advice to cities and the
County on bicycle planning matters.
The committee consists of sixteen members. One representative from each of the five Supervisorial districts, one
representative from eight bicycle

BACKGROUND: (CONT'D)
organizations that use the roads in Contra Costa County. One representative from the Mayor's Conference, the East
Bay Regional Park District and the bicycle industry. The California Highway Patrol and Superintendent of Schools
serve as resources only. The qualifications for membership on the committee are to live or work in the County. Each
representative should designate an alternate who must also live or work in the County.
Supervisor Andersen has advertised the District 2 vacancy, received an application, met with the applicant and feels
that Mr. Umont will serve the district and the county well.
CONSEQUENCE OF NEGATIVE ACTION:
The District 2 Seat will remain vacant.
