1. AUTHORIZE a “yes” vote for the proposed "East County Emergency Fire Response and Prevention Assessment"
for all parcels owned by Contra Costa County and County Service Area M-28, and
2. DIRECT the Public Works Director or designee to fill-out, sign, and submit all ballots for Contra Costa County
and the County Service Area M-28 owned parcels as identified in Exhibit A and Exhibit B.
FISCAL IMPACT:
Total $809.25 over a five (5) year period. This is equivalent to $161.85 per year; 59% County General Fund and
41% County Service Area M-28. This benefit assessment does not have an annual cost of living inflator and expires
after five (5) years.
BACKGROUND:
The East Contra Costa Fire Protection District (the "Fire District") Board of Directors has authorized a benefit
assessment ballot that would generate $4.3 million annually for the Fire District over a five (5) year period. In early
March 2015, an engineer's report was issued by NBS, a consultant retained by the Fire District, which found that
amount of special benefit to all parcels related to the proposed service expansion was equal to $4.3 million per year.
The expanded service level assumes a model of five fire stations (Station Nos. 52, 59, 93, 54 and 94), including 48
operational personnel and two (2) administrative staff. This model also contemplates staffing of Cal Fire personnel at
the Sunshine Station during non-fire season.

Protection District Benefit Assessment Ballot
BACKGROUND: (CONT'D)
The Board of Supervisors took previous action on March 31, 2015 to authorize "yes" votes on County and Flood
Control District owned parcels identified in two separate Exhibits provided by the Fire District. The Exhibits
consolidated all parcels showing the County or Flood Control District as the owner for convenience. Since that
time, the Public Works department has identified two additional parcels requiring Board action to register a vote.
Today's action authorizes the Public Works Director, or designee, to register a "yes" vote, sign and return benefit
assessment ballots, on behalf of Contra Costa County and County Service Area M-28, to the East Contra Costa
Fire Protection District no later than April 22, 2015 for parcels identified in Exhibits A and B.
CONSEQUENCE OF NEGATIVE ACTION:
Each property owner in the East Contra Costa Fire Protection District has the right to vote on the East County
Emergency Fire Response and Prevention Assessment. Failure to approve this action would give up Contra Costa
County’s right to vote on this assessment.
