APPROVE the Notice of Intention to Sell Real Property (NOI), located at 1291 Beaulieu Drive, Bay Point area,
pursuant to Government Code 25363. (Project No. 4500-6G5085)
DETERMINE that the property acquired for Contra Costa County (County) purposes described in the Notice of
Intention to Sell Real Property attached hereto and incorporated herein, is surplus and not required for public use.
DETERMINE the project is a California Environmental Quality Act (CEQA), Class 12 Categorical Exemption,
pursuant to Article 19, Section 15312 of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director or designee to arrange for payment of a $25 fee to Conservation and
Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
DECLARE County’s intention to sell said property under the terms and conditions contained in the Notice of Public
Land Sale for said property prepared for the County by the County Real Estate Division.
APPROVE the Notice of Public Land Sale; and, DIRECT the Real Estate Division of the Public Works Department
to publish NOI in the Contra Costa Times pursuant to Government Code Section 25363.

RECOMMENDATION(S): (CONT'D)
The Board sets June 3, 2015 at 1:00 p.m. at 255 Glacier Drive, Martinez, California, as the time and place where
oral bids will be received and considered.
FISCAL IMPACT:
The County anticipates receiving a minimum of $295,500 in revenue from the public auction sale of this single
family residence.
BACKGROUND:
In 1996, a landslide occurred on County-owned property also referred to as “Hill 310” and adjacent public roads,
including a portion of Beaulieu Drive in Bay Point. On March 19, 1996, the Board of Supervisors declared the
landslide a disaster area and approved funds to purchase necessary property rights. The County hired a
geotechnical firm to assess the hillside and it was determined that the property, identified as Assessor’s Parcel
Number 095-552-026, located at 1291 Beaulieu Drive, was at the “hinge point” of the slide and although there
were certain areas that concrete broke, the foundation did not fail. The necessary repairs were made and the house
was brought back to level. The property was prepared for lease and occupied until July 2012.
In April of 2014, County staff consulted with a geotechnical firm to evaluate slope movement that might affect the
house. The geotechnical report concluded that hillside stability risks and foundation performance are not
significant; therefore, it is no longer necessary for County purposes. County staff recommends designating the
property as surplus and selling the property “as is” at public auction.
CONSEQUENCE OF NEGATIVE ACTION:
The County would continue to own and maintain the subject property.
