APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with
the California State Association of Counties in an amount not to exceed $269,186 to administer computerized data
processing services in the Welfare Departments of the eighteen (18) member county consortium for the period July 1,
2015 through June 30, 2016
FISCAL IMPACT:
$269,186: 8% County, 92% State.
BACKGROUND:
Contra Costa County is one of eighteen (18) counties including Santa Clara, San Mateo, San Diego, Sonoma, Tulare,
Santa Cruz, Fresno, Solano, City and County of San Francisco, San Luis Obispo, Placer, Alameda, Yolo, Orange,
Santa Barbara, Sacramento, and Ventura participating in the California State Association of Counties (CSAC) to
address the Welfare Client Data System. CSAC will address long range planning, ongoing development,
enhancement, and maintenance aspects of all 18 counties. The contract amount of $269,186 represents Contra Costa
County's proportional share of costs for the Welfare Client Data Systems management.

CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County would not be supported through the California Association of Counties to administer the
computerized data processing system(s) used by the 18 County members of the CSAC Consortium.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School", 2) "Children and Youth Healthy and Preparing for Productive Adulthood", 3)
"Families that are Economically Self Sufficient", 4) "Families hat are Safe, Stable and Nurturing", and, 5)
Communities that are Safe and Provide a High Quality of Life for Children and Families". An up-to-date and refined
automated data system will support and ensure more accurate and timely payment of client benefits and delivery of
client services.
