FISCAL IMPACT: 100% Development Application Fees, all costs associated with preparing the EIR are borne by the project applicant, Hall Equities Group. BACKGROUND: On April 23, 2014, the Department of Conservation and Development (DCD) contracted with ESA to prepare an EIR for the Saranap Village Mixed-Use Project. The Draft EIR was released for public review and comment on November 17, 2014. Over 200 letters and emails were received, many of which criticized the project's size. The project applicant has revised the design in response to these comments. The scope of the revisions necessitates recirculation of portions of the Draft EIR.
