APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment agreement with Peter
Benson, M.D. to extend the term from May 1, 2015 to May 1, 2016 and increase the payment limit by $60,000 to a
new payment limit of $117,600 to continue providing physician oversight of fire-based emergency medical services
programs.
FISCAL IMPACT:
$60,000: 100% Special District General Operating Fund; Budgeted in FY 2015-16
BACKGROUND:
The Contra Costa County Fire Protection District (District) entered into a contract with Peter Benson, M.D. on May
1, 2014, to provide physician oversight and input for the District’s fire-based emergency medical services (EMS)
programs. This includes the EMS squad program, trial studies, potential development of an inter-facility transport
program, and most recently, development of a proposal to compete for the rights to the Contra Costa County
Emergency Ambulance Exclusive Operating Areas (EOA) I, II, and V.
This amendment extends the term of the existing contract for one year and amends the payment limit to allow for the
continuation of Dr. Benson's medical direction and oversight at this critical time.

CONSEQUENCE OF NEGATIVE ACTION:
The District is in the process of preparing a proposal to compete for the rights to the Contra Costa County Emergency
Ambulance EOA I, II, and V. The subject matter expertise of a qualified physician with pre-hospital experience is a
critical element for both the continued oversight of existing programs and for a potential significant expansion of
fire-based EMS within Contra Costa County.
