RECOMMENDED ACTION: Approve Advisory Housing Commission By-Laws, amended on October 20, 1986, as recommended by the Advisory Housing Commission II . FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Advisory Housing Commission felt there were some deficiencies in its existing By-Laws. After considerable research, the Policy and Strategy Committee of the Advisory Housing Commission suggested non-substantive changes to Article III, Section 2 providing for a change in term of office as approved in the Board Order dated April 17, 1984; Article III, Section 3 providing for a mechanism to consider three unexcused absences as grounds for dismissal from the Commission; Article IV Section 2 providing for a maximum term for elected officers; Article V, Section 1 excluding the Chairperson as a member of the nominating committee; and, Article VI, Section 7 providing for the addition of Committee Reports to the Agenda. On October 20, 1986, the Advisory Housing Commission voted to adopt the By-Laws as amended and to forward them to the Board of Commissioners for approval . IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the amended By-Laws, the Advisory Housing Commission would continue to operate under the existing By-Laws which contain obsolete clauses. Membership The Advisory Housing Commission shall consist of seven (7) members selected by the Board of Commissioners. Two (2) of said Advisory Housing Commission members shall be tenant members and one (1) of the two tenant commissioners shall be over the age of 62 years. Section 2. Term of Office The term of office for the Advisory Housing Commission members shall be four years, or as set by the Board of Supervisors, and until a successor is appointed and qualifies. The term of office for tenant commissioners shall be two years as specified by state law. Section 3. Attendance at Meetings Three unexcused absences from regularly scheduled Advisory Housing Commission meetings within a given calendar year, may be considered as grounds for dismissal from the Advisory Housing Commission by the Board of Commissioners. Section 4. Removal from Advisory Housing Commission The Board of Commissioners may remove any Advisory Housing Commission member for inefficiency, neglect of duty or misconduct in office. ARTICLE IV - OFFICERS Section 1. Officers The officers of the Advisory Housing Commission shall be a Chairperson and a Vice Chairperson. The Executive Director of the Housing Authority shall act as Secretary of the Advisory Housing Commission and will be responsible for recording and maintaining the proceedings of the Advisory Housing Commission. Section 2. Term of Office The elected officers of the Advisory Housing Commission shall serve for one year or until their successors can be duly elected. Officers can serve a maximum of two consecutive terms in the office for which they were elected. Adopted as amended on October 20, 1986 -2-
