APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement
(CSA) with Summit CM, Inc. (dba Summit Associates (“Summit”)), in an amount not to exceed $311,000 for
construction management services for the Alhambra Valley Road Safety Improvements Project, for the period March
31 through December 31, 2015, Martinez area. (County Project No. 0662-6R4101, Federal Project No.
HRRRL/HSIPL-5928(098))
FISCAL IMPACT:
This project, including this CSA, is funded by 44% Federal Highway Safety Improvement Program (HSIPL), 38%
Federal High Risk Rural Road (HRRRL) Program and 18% Local Road Funds.
BACKGROUND:
The project consists of approximately 2,500 linear feet of shoulder widening along Alhambra Valley Road near the
Bear Creek Road intersection, including curve realignment, slope buttressing, landslide repair, cut and fill, paving,
signing and striping, culvert replacement, asphalt and concrete driveway conforms and ditches, in the Martinez area.
Summit was selected to provide construction management services for the project after completing a request for
qualifications solicitation, technical proposal, and interview process. Public Works has successfully negotiated with
Summit to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors’ approval, this CSA will not be in effect. A delay in the construction of the Alhambra
Valley Road Safety Improvements Project will occur, ultimately delaying the completion of the project. Project delay
may also result in substantial additional project costs and jeopardize the funding.
